The gravity of the Sun is not such a force? Perturbations, which are measurable, are not such a force? Take your theories out of the separate boxes you house them in, where they are not allowed to interfere with each other, and contemplate them TOGETHER! What factor in Newton's laws allow a planet to return to its pre-perturbation orbit? At that moment, when it is perturbed and has ASSUMED a new orbit, what factor in Newton's laws govern its RETURN? There ARE no factors, proving that this so called law is just a description of part of the picture.

One could state that humans don't need to eat, get along find without fuel, and as long as the fact that humans regularly sit down to table and stuff things into their mouths is ignored and not placed alongside this statement, or as long as countries where stick thin starving humans are pitching dead into the side of the road as they stagger toward the relief lines is not placed alongside this statement - the statement is TRUE. This is where you're at, here, with Newton's so called laws! If the law can't survive when faced with the facts, then it is NOT a LAW of nature!
